Hard work, mostly. And it is not possible everywhere. In a tight race, a thin budget can be offset by meeting as many highly targeted voters as possible, in person, consistently, and early.

The candidates who win with little money almost always out-hustle their opponents on the ground. Doors knocked, calls made, and community events attended add up faster than most people expect.

If you are in a competitive race, field organizing is where your energy should go. It is the most cost-effective way to move votes, and in local elections with low turnout, a disciplined voter contact operation can absolutely close the gap left by a smaller budget.
